The object of the game is to form a hand that equals nine (9)
or as close to it as possible
The player's hand is compared with the player/dealer's hand. The hand
closest to nine (9) wins.
The game is played with multiple decks of 52 standard cards. Four
(4), six (6), or eight (8) decks of cards may be used. There are no Jokers.
The game may be played on two (2) different types of tables. One (1)
table is a blackjack style gaming table with eight (8) seats. The other
table is a baccarat style table with eight (8) or fourteen (14) seats
respectively.
Cards between two (2) and nine (9) have face value. Aces have a
value of one (1). Face cards and 10's are counted as zero (0).
Table Fees: Fees will be charged for all wagers and shall be
determined prior to the start of play of any hand or round. The actual
collection of the fee will occur prior to the start of a hand. Ample notice
shall be provided to players relating to the assessment of fees. Flat fees
on each wager may be assessed at different collection rates.
Prior to the deal, all players must place a wager in accordance with
the table limits.
Players have the following options when placing their bet:
a. Player line which pays (1 to 1)
b. Dealer line which pays (19 to 20)
c. Early tie bet which pays (9 to 1)
The house dealer deals two (2) hands with two (2) cards in each
hand, in rotation, one (1) at a time.
The hand to the right of the house dealer is a community hand that
belongs to those that placed a bet on the player line. The player's hand is
dealt face up.
The hand to the left of the house dealer is a community hand that
belongs to those that placed a bet on the dealer line. The dealer's first
card is dealt face up and the second card is dealt face down.
Players and player/dealer may receive a maximum of one (1)
additional (hit) card.
The value of each hand is the sum of its cards. The last digit of
the sum of a hand that has a value over ten is the deemed value of the
hand. For example, a hand totaling 18 would count as eight (8).
-
Game Rules For The Player Hand:
a. The player hand must stand when the cards dealt are valued between six
(6) and nine (9).
b. The player hand must hit when the cards dealt are valued between zero
(0) and four (4).
c. The player hand must hit when the cards dealt are valued at five (5),
except when the player/dealer hand is valued at five (5) or six (6), and
then they will have the following options:
i. Stand and keep their wager on the stand line.
ii. Hit and take a community card by moving wager to hit line or place a
hit button on his/her cards.
The house dealer will deliver an additional hit card to player's
hand. If all player bets choose to stand on an option hand, the dealer will
still deliver the additional hit card to the player's hand, in order to
make a complete hand, for comparison purposes to the player/dealer hand.
The dealer will then expose the player/dealer's hole (down) card.
The following tables detail what governs both the player/dealer's and the
player's hand.

Natural 8 & 9: When the first two (2) cards of the player or
dealer's hand has a value of eight (8) or nine (9), the other hand will not
be allowed to draw.
The player/dealer will lose all ties to any player that made a tie
wager.
All ties are a "Push" and wagers are called off on the base game.
House Way: Player hand hits on five (5) or below and stands on six
(6) or more. The house dealer must use the house way when a player requests
the house dealer to play an additional wager.
Backline betting is allowed. Each seat has betting circles for the
player line, dealer line, and tie bets.
All bets for the base game and tie bet must be between the minimum
and maximum table limit.
The player/dealer position rotates in a systematic and continuous
way so that the opportunity to act as the player/dealer does not remain
with a single person for more than two (2) consecutive hands. The game will
be broken if at least one other intervening player at the table does not
accept the deal when offered.
Player/dealers are never required to cover all opposing player's
wagers. Payoffs of wagers are limited to the amount of the player/dealer
wager. The house never participates as a player/dealer. The house never
takes a percentage of wagers placed in the game. There is no maximum on the
player/dealer's wager.
All number cards have their face value.
Face cards have a value of zero (0).
Aces have a value of one (1).

The tie bet is an optional bet for players who placed a wager on either the player line or the dealer line at the beginning of the round
The tie bet must be placed prior to the initial deal.
The tie bet wager may be less than, equal to, or greater than the
base game wager.
In the event of a tie (0 - 9) between the player's hand and the
player/dealer's hand, the tie bet wager will win regardless of the outcome
of the base game wager. In the event that the player's hand and the
player/dealer's hand are different, the player/dealer will win the tie bet
wager regardless of the outcome of the base game wager.
Winning tie bet wagers will be paid nine to one (9 to 1).
The player/dealer will pay all winning tie bet wagers and will collect all
losing tie bet wagers. Wagers are collected or paid, to the extent that the
player/dealer's wager covers. Once the player/dealer's wager has been
exhausted, the wagers not covered by the player/dealer will be returned to
the players.
The Dragon Bonus Bet is an optional bet for players who placed a wager on
either the player line or the dealer line at the beginning of the round.
The Dragon Bonus Bets must be placed prior to the initial deal.
A player that wagers on the Player Line may only wager on the Player
Dragon Bonus Bet circle. A player that wages on the Dealer Line may only
wager on the Dealer Dragon Bonus Bet circle.
The Dragon Bonus Bet wager may be less than, equal to, or greater
than the base game wager. However, the Dragon Bonus Bet may only be made in
an amount within the posted table limits.
Regardless of whether the player or dealer hand draws an additional
card or not, the hand still may qualify for the bonus bet payout. If the
hand the wager is placed on is a 'Natural,' the Dragon Bonus Bet wins. If
the hand the wager is placed on is not a 'Natural' but wins by four (4) or
more points, the Dragon Bonus Bet wager wins. All other outcomes lose.
The player/dealer will pay all Dragon Bonus Bet wagers and will
collect all losing Dragon Bonus Bet wagers. Wagers are collected or paid,
to the extent that the player/dealer's wager covers. Once the
player/dealer's wager has been exhausted, wagers not covered by the
player/dealer will be returned to the players.
