The object of the game is to form a two-card or a three-card hand that
equals nine or as close to it as possible. The highest ranked hand,
referred to as a "Natural," is achieved only when the first two cards dealt
to either the player's hand or the banker's hand equals eight or nine. A
Natural 9 ranks higher than a Natural 8.
The game shall be played using a multiple deck shoe with four, six, or
eight standard 52-card decks and no jokers. The game shall be played on a
standard blackjack style table that accommodates up to six players and a
player-dealer position for a total of seven seated positions. Within each
betting area for each seated position, there shall be five separate betting
spaces specifically designated for five separate wagers; the Player line
wager, the Banker line wager, the Tie wager, the Dragon 7 wager, and the
Panda 8 wager. Each wager shall have clearly defined minimum and maximum
limits that may be wagered. In order to place a wager, a player must wager
at least the table minimum. Back-line betting is permitted on all wagers.
The game utilizes an action button to determine which player receives first
action on their wager. The second card dealt to the banker line determines
the position of the action button. The player-dealer position is not
counted when determining where the action button shall be placed. The other
seats, in clockwise rotation, starting with the player to the left of the
house dealer and continuing left to right, respectively represent the other
numbers. All wagers shall be settled from seat to seat in the following
order: all player line wagers, all banker line wagers, all Tie Bet wagers,
all Panda 8 wagers, and then all Dragon 7 Bonus Bet wagers. Once the
player-dealer's wager has been exhausted, the wagers not covered by the
player-dealer shall be returned to the respective players. When determining
where the action button will be placed, cards will hold the following
value:
